Consul
Consul Leo, as he is fondly/wishes to be, called assumed on 24 July 2008. He was promoted to FSO Class I on 13 July 2009. He heads the Political & Economic Section and Special Concerns (which covers overseas absentee voting matters) Section.
Consul Leo joined the DFA as a career Foreign Service Officer (FSO) on 1 August 1996 after placing 3rd in the 1995 Foreign Service Officers Examinations. He brought with him, into the Department, a solid educational background in political science and law (obtained from the Central Philippine University, Jaro, Iloilo City (AB Political Science, cum laude, 1977-1983) and the University of the Philippines College of Law, Diliman, Quezon City (Bachelor of Laws, 1983-1987)) and almost a decade of law practice and lecturing/reviewing (criminal law) experience.
After his admission to the Philippine Bar in April 1988, he served in the GRP’s judicial branch as a Legal Researcher and Branch Clerk of Court. In 1992, he co-established the Que, Lebrilla, Ausan & Sullano Law Offices in Iloilo City and practiced in civil, criminal, labor, commercial and election law. Simultaneously, he served as Legal Officer of the University of the Philippines in the Visayas (1994-1996). Also at this time, he was elected as one of the Directors of the Integrated Bar of the Philippines, Iloilo Chapter (1993-1995) and as such, he functioned as Chair of the Local Amnesty Board for Panay & Guimaras and Chair of the Committee on Legal Aid.
His postgraduate education includes the following: Master of Laws (LL.M.) in International Maritime Law (2005-2006), International Maritime Organization’s International Maritime Law Institute (IMLI), Malta; and Master of Laws (LL.M.) in European Union Commercial Law (2002-2004) at the University of Leicester, United Kingdom (candidate).

Overseas, Consul Leo had been posted to the Philippine Embassy in Berlin Germany as Second Secretary & Consul from 2002-2004 and to the Philippine Embassy in Pretoria, South Africa as Third Secretary & Vice Consul/Consul from 1997-2002.
In the DFA Manila (Home Office), from 2004 to 2008, he served in the capacities of Acting Executive Director/ Director, Maritime Jurisdictions Division, Ocean Concerns Office (OCO) and Acting Executive Director/Director, Maritime Safety & Security/ Legal Divisions, Maritime & Ocean Affairs Center (MOAC). From 1996-1997, he served as Principal Assistant, Treaties Division, Office of Legal Affairs (OLA).
Consul Leo is married to Agnes M. Brazas of Zarraga, Iloilo, with whom he has been blessed with two (2) children – Agnesette Marie, 24 year old daughter & Carlyle Leo, 22 year old son.
